Dear Oyster River Students, Families, Staff, and Community Members,
As we approach the winter holidays and look back on 2025, I want to express my gratitude for the strength and resilience of our Oyster River community. In a time when public education faces unprecedented scrutiny and uncertainty nationwide, Oyster River demonstrates what's possible when a community comes together around shared values and a commitment to children.
While national conversations about education policy, funding, and the future of public schools continue to evolve, our educators have adapted and innovated with unwavering dedication, and we remain focused on what we can control: providing exceptional educational experiences rooted in academic excellence, inclusivity, and genuine care for every child.
The school year so far has been filled with meaningful moments: championship-level athletics, outstanding performances in the arts, academic achievements, and the everyday interactions that build lasting relationships. These experiences are the result of our students’ commitment to learning and growth, dedicated educators, engaged families, and supportive community members.
Last year, many of you participated in our World Café sessions, sharing thoughtful perspectives on what matters most for ORCSD's future. Your insights have been invaluable, and I am grateful for the depth of engagement and care, both evident in every conversation. Our Strategic Plan Committee is now working to synthesize this feedback into a comprehensive roadmap that reflects our collective values and aspirations. We expect to finalize this plan in the spring, providing clear direction as we navigate both opportunities and challenges ahead.
As we plan for the future, we must also address present needs. In March 2026, voters in Durham, Lee, and Madbury will have the opportunity to consider a bond warrant for the critical expansion and renovations at Mast Way and Moharimet schools. With a guaranteed maximum price (GMP) of $9.827 million, this project addresses overcrowding, creates proper instructional spaces for students with diverse learning needs, and ensures program equity across both elementary schools.
This thoughtfully designed initiative is a fiscally responsible and long-term solution to ensure adequate learning spaces while managing costs in an unpredictable and inflationary environment. Detailed information is available at www.orcsd.org/elementary-project, and I encourage you to learn more about how this investment strengthens learning for all students. Those interested may also join us to visit the schools or attend a listening session.
As we enter this season of reflection and renewal, I am reminded that strong public schools are built by strong communities. Whatever uncertainties the future may hold, we will face them together, with an unwavering focus on our students and a commitment to the transformative power of excellent public education.
I wish you and your loved ones a peaceful and joyful winter break. Thank you for being part of the Oyster River family.
Respectfully,
Dr. Robert Shaps
Superintendent of Schools
