Notice of Recording and Requirements

Dear Oyster River Community,

New Hampshire’s Parental Bill of Rights (RSA 189-B:4) provides that parents must consent in writing prior to any political subdivision of the state making a video or audio recording of a minor child. School districts, including Oyster River, are political subdivisions of the state.

On February 3, 2026, the district will hold its annual deliberative session, which will be recorded as it has been in the past, to allow maximum inclusion in our community.

In order to comply with RSA 189-B:4 and the NH Department of Education’s Technical Advisory, any parent or legal guardian attending the deliberative session with a minor child must provide a signed permission form for their minor child to be recorded. Children who do not have the attached permission form signed by a parent or guardian will not be allowed in the meeting. This requirement applies to all minor children regardless of their school enrollment status.

Paper copies of the form will be available at the door. There will be no childcare available at the meeting; please make alternate arrangements if you do not want your child to be recorded.

For Oyster River parents and guardians, additional permission slips will be forthcoming for recording in other contexts, including academic instruction, athletics, and public events.

We thank you in advance for your cooperation and patience with these new requirements.
Respectfully,

ORCSD School Board

Dr. Robert Shaps, Superintendent of Schools
